Flintshire Council commissioned Element Urbanism and ODC to prepare design and delivery options for a complex of town centre sites. The resultant masterplan considered a variety of land uses together with urban and built forms including the possible reuse of former public office buildings for hotel, residential, care home and multi-storey parking functions – and the reimagining of a historic court building as a driver of change by creating a new, multi-functional civic building and public space.
This work also informed the development of the Local Development Plan, the Mold Town Plan and other key strategies as well as providing a direct marketing tool to attract investment.
